Shared vs. local blocks

A block is a reusable chunk of proposal content (a section, table, boilerplate paragraph, etc.).

Good for	Drafts, personal snippets	Approved boilerplate, standard sections

Local blocks can be promoted to shared, and a shared block can be cloned into a local copy for one-off edits.
